Directs the Oregon Department of Emergency Management (ODEM) to establish a Nonprofit Security Grant Program for security enhancements to facilities of nonprofits that are at risk of being subject to a bias crime, or security enhancements at events or gatherings sponsored by such nonprofits; provides for grants up to $150,000, and for rankings based on the applicant's risk or previous experience of being subject to a bias crime; establishes the Oregon Nonprofit Security Grant Program Fund and provides for continuous appropriations; declares an emergency that requires the Act to take effect upon passage.
