Prohibits the use of public funds to be used to lobby, attempt to influence legislation, participate in political activity, or contribute funds to any entity for that purpose; requires any recipient of public funds that lobbies must physically and financially segregate the public funds from any funds used for lobbying; authorizes injunctive relief.
