Requires the State Library Council to develop recommendations for providing available federal funds to public libraries; repeals the Florida International Archive Repository; provides for arts and cultural grants; authorizes arts and cultural grants to be used to supplement the financial support of artistic and cultural activities and programs, activities and programs that have substantial artistic and cultural significance and emphasize creativity and professional excellence, activities and programs that meet the professional standards or standards of authenticity of significant merit, and activities and programs that are appropriate for all age groups; gives priority to grants supporting celebrations of the 250th anniversary of the Declaration of Independence; requires that state funds for libraries, arts, and historic preservation programs only be used for programs that are appropriate for all age groups; repeals language promoting freedom of expression in the arts; repeals grant program supporting the arts in underserved communities; companion to H.B. 1011.
