Requires the Protection and Advocacy Agency to submit biannual reports on the efforts to advocate for all individuals with development disabilities, expenditures, and contracts, attend meetings of the Hospital, Medicaid, and Developmental Disabilities Study Subcommittee, and provide all request information by the subcommittee; makes an independent nonprofit's documents subject to state FOIA.
