Requires elected officials and members of the Public Utilities Commission to report behested payments for payments of more than $5,000 made at the behest of a committee, elected officer, or member of the Public Utilities Commission for personal, charitable, legislative, or governmental purposes within 30 days of the end of the calendar quarter.

Clarifies that a public official does not have a disqualifying conflict of interest in a decision if the source of income is from a nonprofit.

Provides preference to contracting with locally governed community-led nonprofit community partners for enhanced care management benefits; standardizes and streamlines templates for managed care plans; requires rate guidance to be updated annually.

Requires every new grant and contract provide advance payments beginning 1/1/26 and to requires state agencies to include whether advance pay is available and at what rate in any notices about grants and contracts, including on the state’s grants portal.

Establishes the Small Business Recovery Fund for a small business recovery grant program to provide competitive grants between $2,500 to $100,000 to small businesses and nonprofit organizations directly impacted by a state of emergency; authorizes funds to be used to support recovery and rebuilding, investment in resilient infrastructure, and ensure grantees can reopen and remain viable; requires a dollar-for-dollar match by the grantee; permits funds to be used retroactively; appropriates $100 million.
