Establishes the Safeguarding Endowment Gifts Act; prohibits a charitable organization that accepts a contribution pursuant to a written donor-imposed restriction to violate the terms of that restriction; authorizes a donor or their legal representative to file a complaint within 3 years of discovery of the breach; requires the organization to notify the donor 90 days in advance and offer an alternative solution if the organization is unable to fulfill a term in an endowment agreement; permits the organization to obtain a judicial declaration of rights and duties expressed in an endowment agreement containing donor restrictions; permits the court to order remedies; prohibits the court to order the return of donor funds. AMENDED from 6 years to 3 years and from 30 days to 90 days notice. FURTHER AMENDED to provide for retroactive applicability to any endowment agreement entered into on or after 1/1/75.

Establishes the Montana Individual Freedom Act; defines “diversity, equity, and inclusion” as any program or initiative of a state or local government agency established for the purpose of (a) influencing hiring, employment, or recruitment practices with respect to race, color, ethnicity, national origin, sex, disability, or religion, other than through the use of color-blind and sex-neutral hiring or recruitment processes in accordance with any applicable state and federal antidiscrimination laws; (b) promoting differential treatment of or providing special benefits to individuals on the basis of race, color, ethnicity, national origin, sex, disability, or religion; (c) promoting policies or procedures designed or implemented in reference to race, color, ethnicity, national origin, sex, disability, or religion, other than policies or procedures approved in writing by the attorney general’s office for the sole purpose of ensuring compliance with any applicable court order or state or federal law; or (d) conducting trainings, programs, or activities designed or implemented in reference to race, color, ethnicity, national origin, sex, disability, or religion, other than trainings, programs, or activities developed by an attorney and approved in writing by the attorney general's office for the sole purpose of ensuring compliance with any applicable court order or state or federal law; prohibits any state or local government agency from expending funds, regardless of source, to purchase membership or goods and services from any organization that discriminated on the basis of race, color, ethnicity, national origin, sex, disability, or religion; prohibits any state or local agency from expending any state, local, or federal funds to promote, support, or maintain any programs that advocate for DEI or promote or engage in political or social activism; authorizes the attorney general to investigate violations. Prohibits foreign funding for ballot measure, electioneering communication, or candidates, campaign committee, political contributing entity, legislative campaign fund, or committee created to support or oppose a ballot measure; prohibits a person from solicitating, accepting, or receiving funds from a foreign national or to make a contribution, expenditure, or independent expenditure from funds from a foreign national for these purposes; requites investigations under certain circumstances; sets civil penalties.

Creates an interim committee to identify federal grant funding opportunities that have been available to state, tribal, and local government entities since 2020, their utilization, and disparities and recommend strategies and resources.

Requires the applicable department to award contracts for the provision of human services, family services, and public assistance, including housing assistance and energy assistance programs; creates a scoring a system based on certain criteria including demonstrated experience, length of time the provider has been providing the service, ability to leverage existing relationships and partnerships, and the number of in-state jobs the provider proposes to create or maintain relative to the population of the region. Expands the best beginnings child care scholarship program to eligible childcare workers.

Exempts nonprofit officers at small nonprofits with 10 or fewer employees from personal liability for unpaid tax withholding; provides exclusions if the officer or director receives compensation beyond reasonable reimbursement of expenses, the nonprofit is out of compliance for more than 12 months with outstanding unpaid taxes, penalties, and interest, or the officer or director is involved in fraud, embezzlement, or intentional misconduct.

Establishes the Healthy Families and Workplaces Act to establish minimum of 80 hours of paid sick leave per year for employers with 10 or more employees; permits paid sick leave to be used for medical or physical illness, care of a family, or care after domestic violence.
